Open Captioning
Open captioning or subtitling is a technique where the subtitle text is permanently visible within the broadcast video material. Upon transmission, the broadcaster uses a suitable subtitle character generator to create the subtitles which are then superimposed over, or Burnt-in to, the outgoing video signal. The does not need any special equipment to view the subtitles but does not have the option to turn them off.
Applications
· Language translation subtitles for foreign language media where most viewers will require dialogue translation.
· Subtitles for the hearing impaired where the receiving device does not support closed subtitles or captions such as VCR, Mobile or Web based viewers.
· Subtitles on media destined for high noise environments such as public spaces, gyms, airports etc.

Open subtitling can is generally used to provide a single language translation of broadcast video material across a known geographical area or to provide subtitles for translated video cassette distribution.
Open subtitles can be added at several different stages in the workflow:
· As a tape to tape process at the Post Production stage using the Poliscript 3000 software and a G3 or G5 graphics keyers
· As a file based process to modify the master media file using either MediaMate file based digital workflow or a Telesteam FlipFactory plug-in.
· As an ingest process when the media is loaded onto the playout file server using a Polistream subtitle transmission system
· At playout time using a Polistream subtitle transmission system
· At a downlink site or cable headend by using either an IRD or a Polistream M4000 direct MPEG insertion system
